In many of these images, Oil City looks like a ghost town. There are many reasons for this, but one is the parking meters. Oil city will just not do away with them even though many people will drive all the way to the Cranberry mall before puting money in a meter and still taking the chance on getting a ticket. I read one time that Oil City only earns $10,000/yr. after expenses on these things!
